Intelligent Perimeter Systems is dedicated to developing
and integrating advanced traffic and vehicle access control products
and systems to protect valuable human and physical assets from Vehicle
Borne Improvised Explosive Devices (VBIED) and other related vehicle
borne threats.
VBIEDs,
commonly referred to as vehicle bombs, are fast becoming the weapon of
choice for terrorists around the world. Through seamlessly combining
state-of-the-art physical and electronic security technologies, IPS provides
turnkey solutions to complex traffic control and perimeter defense challenges. IPS
serves a variety of high-profile public and private sector clients, including
government agencies, utilities, bridge and port authorities, toll way
authorities, railroads, large commercial sites, and many others. IPS
markets its products around the world, both directly and through a network
of certified distributors.
Established as an Ohio Subchapter S corporation in December 2003, IPS
was originally formed as an R&D company charged with developing innovative
perimeter defense products and systems. IPS, under the direction
of the Department of the Navy since 2004, has now successfully commercialized
a United States Department of State (DoS) K12-rated retractable bollard
system (i.e., Model 400), along with an impressive range of barriers
and associated control systems – including its new-to-the-world
Intelli-Gate and Intelli-Barrier product lines.
IPS recently opened an international office in the UK under the IPS
International Perimeter Systems Ltd. name. In partnership with
leading United Kingdom (UK) security barrier manufacturer and integrator
APT Security Systems, IPS has recently taken and passed vehicle barrier
certification tests under the new UK PAS-68 impact test standards established
by MI5 in the United Kingdom. As a result, IPS currently has the
only anti-terrorist vehicle barriers to be government certified at the
highest levels on both sides of the Atlantic Ocean.

with unparalleled security and traffic management solutions, along with
unsurpassed customer service and support.
Our Management Team
The company operates with a lean number of experienced,
high-level executives, a parent company office and R&D facility in
Ohio, two sales and marketing offices – one in Virginia and another
in the UK – and third-party
contract agreements for production and field operations. IPS has
assembled a talented cross-functional team of executives from around
the globe to manage sales, operations and growth of the company.

IPS International
Growth initiatives are led by IPS founder and Chairman Ronald E. Scherer. Mr.
Scherer has over two decades of experience founding and managing private
companies, including companies in the security, transportation, distribution,
retail, real estate and healthcare industries. Mr. Scherer’s
leadership and experience in the traffic and security industries began
in 1986, when he acquired a regional traffic sign and signal manufacturer,
which was later renamed National Sign and Signal, Inc. (NS&S). NS&S
has been a leader in the traffic control and management industries for
nearly 40 years.
IPS finances are managed by David Thompson, the company’s Secretary,
Treasurer and CFO. Mr. Thompson has over four decades of experience
managing financial operations for public and private companies. He
has been affiliated with the Scherer family businesses since 1973, when
he was elected as a Director and appointed Treasurer and Chief Financial
Officer. Mr. Thompson is an active Director and Officer on numerous
accounting, civic and educational boards.
IPS operations are directed by Miklos Korodi. Mr. Korodi has spent
over 40 years in senior management positions with large, well-established
companies in the security, communications and transportation industries,
including ADT, Warner Amex Security and Railway Express. While at ADT – the
$7.2 billion dollar provider of alarms, monitoring services, access control
and video surveillance systems – Mr. Korodi managed the growth
and implementation of the company’s residential and small business
marketing programs as Director of Corporate Development. Similarly,
while at Warner Amex Security – a former division of Warner Communications – Mr.
Korodi led the restructuring and turnaround of Warner’s failing
alarm company, as well as the restructuring of the company’s entrepreneurial
QUBE organization.
IPS sales are spearheaded by Terry Massaro and Jeff Halaut. Mr.
Massaro is a veteran sales executive with over two decades of experience
in the traffic, security and force protection industries. Similarly,
Mr. Halaut, has over a decade of experience in the industrial security
sales segment. Prior to joining IPS, Mr. Halaut was a senior sales
executive with L3 Communications, one of the largest prime defense contractors
in the United States. While at L3, Mr. Halaut spearheaded the company’s
$38 million United States Air Force vehicle barrier program.
IPS International is led by Anthony Girard, a widely recognized security
industry executive, and the former Managing Director of APT Security
Systems – a $12 million division of APT Controls, the leading security
and traffic systems manufacturer in the UK. While at APT, Mr. Girard
was responsible for financial performance, strategy, new business development
and operational leadership of the division and its multi-functional staff
of over 55 full-time employees. Prior to his work at APT, Mr. Girard
was a Managing Director with Gunnebo Physical Security, where he helped
manage the growth and profitability of the company’s $6 million
UK operation.
